KNOWLEDGE, SKILLS, AND ABILITIES:


Ability to plan and execute records management work.

Ability to plan, organize, and coordinate records management program activities.

Ability to effectively communicate in written form both internally (to senior staff, leadership and colleagues) and externally (to stakeholders, funders and federal partners) regarding records management programs and policies.

Knowledge of research and analysis techniques to perform management-related studies.

Demonstrated ability to communicate orally regarding records management programs and policies to corporate or agency leadership, staff and representatives.


ADDITIONAL REQUIREMENTS:


I possess concrete and demonstrated experience in the development of, analysis and evaluation of, and execution of records management programs in accordance with the established NARA guidelines.

I possess a National Archives and Records Administration (NARA) Certificate of Federal Records Training and/or the Institute of Certified Records Managers (CRM) credentials. Please attach your certificate to this application.

I am experienced in leadership and/or supervision within the records information management (RIM) technical field, as well as development of RIM training programs responsive to existing and proposed NARA, Office of Management and Budget (OMB) and other federal directives.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 09:


Qualifying experience for the GS-9 level includes one year of specialized experience at least equivalent to the GS-7 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for the GS-9 level may be met by two (2) full academic years of graduate level education or completion of all requirements for a master's or equivalent graduate degree, or completion of all requirements for an LL.B or J.D. degree.


COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.


Grade 11:


Qualifying experience for the GS-11 level includes one year of specialized experience at least equivalent to GS-9 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Experience requirements at the GS-11 level may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D. or equivalent doctoral degree.


COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.


Grade 12:

If so, the Department of Justice (DOJ) Office of Justice Programs, (OJP), is seeking a high performing individual to serve as a Management Analyst (Records Management).

Notes:

  • This position is located in the Office of Justice Programs, Office of Administration, Business Resources Division. The Business Resources Division (BRD) is at the forefront of building and emergency management, resource provision and multi-media engagements in support of OJP's mission and vision. We seek team members who are committed to quality customer service and organizational success. BRD encompasses all of the professional services employees are accustomed to as well as provides new and emerging resources for OJP as we move toward becoming a more mobile workforce in support of innovation in the field criminal justice. The incumbent serves as the record managements official for the Office of Justice Programs with primary responsibility for advising Bureaus/Offices on all aspects of records management, records storage and records retrieval. The incumbent also serves as back-up to and support for all OJP printing and publications programs. As needed, the incumbent is responsible for supporting off-site meetings/conferences by securing meeting and lodging facilities.

Duties:


  • Conducts reviews of administrative or program activities for the Management and Planning Division. Makes written and oral recommendations to resolve findings. Independently produces well-organized and well-written reports of evaluation results, documentation, and recommendations and provides to management. Such evaluations include business processes, forms, and applications developed for SharePoint. Conducts follow-up reviews to verify adequate resolution. Tracks related action items to completion. Provides results to management.

  • Maintains and strengthens an integrated records management program for a major multi-functional organization or program affecting policies and programs throughout the Office of Justice Programs (OJP). Assists in the development, issuance, and implementation of OJP policies and objectives relating to records management. Identifies procedures that improve the effectiveness and efficiency in the life cycle management (creation, retention, maintenance, processing, use, access, release, safeguarding, declassification, final disposition) of OJP records and documentation, including electronic records and electronic mail.

  • Plans and coordinates with OJP Information Technology (IT) staff as it manages information technology (IT) projects involving program-related issues that contain complicating elements, such as electronic recordkeeping applicable to all OJP electronic records, including electronic mail; innovative technologies; or technology-related change management issues. Develops or assists in the development of electronic file plans to support all agency functions related to electronic recordkeeping. Identifies and documents questions and lessons learned related to electronic records.

  • Researches and/or analyzes unstable or complex program issues. Based on conditions and factors that relate to the subject program and related programs, determines what information is required, and collects from many sources. Reviews information, reconciles conflicting data, and devises new or modified methods to analyze findings. Develops recommendations and proposals.
