Duties:

  • The Supervisory Program Manager is responsible for implementing, managing, evaluating, and maintaining CSOSA records management program for both core mission and administrative records, serving as the designated Records Officer and primary focused on supervising the records management and administrative activities, Freedom of Information Act (FOIA) and Privacy Act (PA), in the Office of the General Counsel.

    The incumbent supervises Record Management Specialist with responsibility for maintaining and monitoring an integrated records and information (RIM) and reporting system that affects policies and programs throughout CSOSA; FOIA Specialists who develops, implements, and manages the FOIA and Privacy Act program; and Program Analyst that assist with the planning and developing quality programs, procedures, and methodologies to improve the effectiveness of work methods and management controls for OGC.
  • Manages and/or administers a records and information management (RIM) program. Plans, implements, and evaluates program activities involving the complete life cycle of paper and electronic records and information, which includes creation, collection, maintenance, release, and disposition of records.
  • Develops and monitors procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems and line or operating programs; and the accomplishment, evaluation, and/or monitoring of audits, inspections, or management/internal control reviews. Recommends procedures and controls, both internal and external, to prevent fraud, waste, and abuse.

    Develops, implements, and manages a program to coordinate requests for information under the Freedom of Information Act (FOIA) or Privacy Act (PA).
  • Provides administrative and technical supervision necessary for accomplishing the work of the unit.

    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated. Effects disciplinary measures as appropriate to the authority delegated in this area. Carries out Equal Employment Opportunity (EEO) policies and program activities.
