Skill in managing and supervising program planning and solutions development supporting agency mission goals through effective leadership of information technology development team(s) comprised of Federal and non-Federal staff.

Ability to effectively communicate in written form both internally (to senior staff, leadership and colleagues) and externally (to stakeholders and federal partners) regarding programs and policies.

Ability to plan, develop, and implement federal information technology guidelines and policies.

Knowledge of IT hardware, software, components, systems, and/or subsystems, and IT contractor monitoring policies and procedures.

Knowledge of the principles, methods, and techniques of IT project planning, management, monitoring, and evaluation.


ADDITIONAL REQUIREMENTS:


(Customer Service) - Analyzed and resolved the most difficult customer support requests involving integration or configuration related issues. For example, collected, evaluated, and summarized capacity, performance, problem, resource, and workload data to recommend configuration changes for maximizing the effectiveness and efficiency of installed technology.

(Attention to Detail) - Independently developed plans and schedules that required an understanding of the functional requirements and specifications for program applications, development, and contract-related efforts of the organization. Determined the approach to achieve objectives in complex technology systems involving the integration of multiple services or product offerings. For example, worked with multiple applications running in distributed and mainframe environments.

(Problem Solving) - Provided expert analysis and devised solutions for highly complex information technology problems, such as resolving critical issues affecting the configurations of the information technology infrastructure. For example, analyzed and developed solutions or provided assessments of critical IT issues, such as integration/interoperability issues, emerging technologies and their application to business processes, and optimization of existing architecture.

(Oral Communication) - Planned, coordinated, or consulted on information technology (IT)-related work efforts, such as coordinating or managing projects involving interrelated disciplines and multiple stages of the system development lifecycle. Influenced or motivated individuals or groups who worked toward mutual goals and who had basically cooperative attitudes. For example, was sought out in a consultant capacity by colleagues within and outside the agency.


MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:


Grade 15:


Qualifying experience for the GS-15 level requires IT-related experience that demonstrates each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving; AND one (1) year of specialized experience at least equivalent to the GS-14 level. Specialized experience is experience that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Experience must be IT-related and may be paid or unpaid experience and is typically gained in the IT field or through performance of work where the primary concern is IT.

Notes:

  • This position is located in Department of Justice's (DOJ) Office of Justice Programs (OJP), Office of Chief Information Officer (OCIO), Program and Project Management Division. The incumbent serves as the Director Program and Project Management Division reporting to the OCIO while managing IT resources and assists OJP's project managers in complying with laws and guidance from the Office of Management and Budget (OMB), Government Accountability Office (GAO) and DOJ.



Duties:

  • Serves as the principal advisor and provides expert advice on planning and project management issues and functions for the Office of the Chief Information Officer (OCIO). Establishes systems and methods for measuring successful completion of overall project activities. Provides mentoring and coaching to staff in an effort to raise the project management maturity level of the OCIO. Formulates long-range policies and develops strategies and management guidelines for complex and changing information technology systems. Provides high level technical advice and counsel to top management and other key officials on matters relating to new or modified policies and directives that affect or relate to current and existing IT projects and programs. Defines requirements for current and future business environments, resolves policy conflicts that arise, and interprets policies in terms of established objectives and intended requirements.
  • The incumbent supervises the Program and Project Management Division and has the responsibility to execute the objectives and outcomes for the IT projects undertaken within the Office of the Chief Information Officer. This includes implementing the approved methodology, including guidelines, processes and standard operating procedures that will govern the formulation of project plans, including scope, budget, resources, schedules, and risks; monitoring and evaluating projects to assess how well activities are being executed, resources are being managed, progress is being made, and risks and issues are being managed; addressing problems that may arise by negotiating changes in project scope, deliverables, schedules, and resources as necessary; keeping management informed of project progress; and engaging internal and external stakeholders in collaborative efforts to evaluate the inclusion of new projects on the basis f available resources, broad goals or priorities. These efforts span the component and department wide initiatives.
  • Manages the lifecycle of an information technology project from concept development through implementation. Identifies customer requirements, develops technical approaches, and coordinates project resources related to project costs and schedules.
  • Supervises a group of employees performing work at the GS-14 and 15 levels. Provides administrative and technical supervision necessary for accomplishing the work of the unit.


    Performs the administrative and human resource management functions relative to the staff supervised. Plans, schedules, and assigns work to subordinates. Establishes guidelines and performance expectations for staff members; provides feedback and periodically evaluates employee performance. Provides advice, counsel, and/or instruction to staff members. Recommends or approves appointments, selections, or reassignments to positions appropriate to the selection authority delegated.
